Project Overview

ION Stage 1 delivered 19 km of light rail from Conestoga Mall to Fairview Park Mall through urban neighbourhoods, campuses, and business districts. The scope included trackwork, 19 stops, signalling, power systems, and an Operations, Maintenance, and Storage Facility with a car wash.

Construction was carried out through active city corridors, with local bus operations and road access maintained throughout the work, in accordance with stringent safety requirements. The completed line now connects major destinations across Waterloo Region and supports continued growth along the corridor.

Budget and Schedule Performance

The Design-Build-Finance-Operate-Maintain (DBFOM) model aligned the contractor and the Region around clear project milestones and long-term performance expectations. Construction was staged through busy corridors to help control changes and keep the program moving toward revenue service. Following successful testing, the line entered service in 2019 under a 30-year performance framework, supporting long-term operational certainty for the Region.

Smarter Materials

Durable trackwork was selected to support long-term system performance and reduce future maintenance requirements. Efficient staging through the corridor also helped cut material waste by 15% during construction.

Together, those decisions supported a more durable transportation asset, and transit-oriented stops encouraged compact urban development.
